Keep getting access denied

I'm trying to move this .dll item into another folder however it claims i need administrators permissions, yet me being the administrator still cant move it.
When i try change the properties of the item i get this message?

1. For whatever reason, the system seems to be smarter than you, and does not want to allow moving that dll.

2. You seem to be trying to crack a game.
Resulting in thread closure.
