144hz Monitor problem

This problem only happens with CSGO, but i play CSGO at 144hz obviously, and most of the time i first START the game, it will run at 75hz (super laggy) and i cant change it on the monitor until i restart my pc then i can change it back to 144hz. I have to try it a couple times till CSGO finally runs at 144hz. I have tried (-freq 144) in launch options, and that does not help at all. It is an extreme annoyance having to restart all the time. This is the only game that has a problem starting at 144hz for some reason. Thanks in advance.
