Won't open recently downloaded files

So today this weird issue started where whenever I download a file from ANY browser it won't let me open it. It just like shows the loading cursor for a second then it just acts like it never happend before, I have tried downloading exe files, jar files, etc.. I dunno what to do I'm supposed to be working but I cannot download the files I need. Yes I have tried different browsers.

Disabled Firewall, disabled anti virus. Scanned for viruses. I can download files but when I open them they just don't do anything.

I can "download them" but when they finish downloading I can click on them and nothing happens.

Windows, sorry gave too little information.

Windows 10, 64 bit, using chrome, tried edge browser and internet explorer, tried to unblock the programs in properties menu, tried uninstalling kb3150513 update, tried looking for the process in task manager, I am able to execute old files which didn't get downloaded today, restarted the computer, ran in administrator mode.
