Bsod while Windows 10 64 bit install

I have been struggling with a BSOD for a while and I cant seem tk get around it.

I have got an empty 250gb hdd in my pc and I'm trying to install windows off of a USB.

I boot off of the USB and get the same error message.

Your computer ran into a problem and needs to restart. We will restart for you. KMODE EXCEPTION NOT HANDLED NETIO.SYS Failed

Pleade help.

A lot of the time, if you cannot even get windows onto PC, the problem is other hardware.

Try running the free version of memtest86 on the ram, it will create a bootable USB so it doesn't need windows to run.

Run test on 1 stick at a time. Any errors are too many, perfect score is 0 and any higher means stick needs to be replaced
