Hello. I have bought Sapphire RX470 4GB GPU, but the problem is my monitor is a bit older one (lcd Acer AL2206W 22") and it's VGA. I used VGA cable for my previous GPU (R7 260x) with VGA connector. Can I use the same for RX470? I need DVI-D to VGA adapter? Like this one on the picture, it'll work fine?

No, it will not work. That adapter in your picture is DVI-I to VGA.
If your graphics card has DVI-D connector, then you're gonna need
active DVI-D to VGA adapter.

I see. And quality won't be bad or less performance of the display to my monitor by using this converter? It will be just as if it's using normal DVI entrance, wont be any difference in performance?
