USB recycle Bin

The logic behind microsoft's recycle bin is about following:
Each drive has it's own, you can set it's size for said drive.

when you delete something, it isn't really "deleted" but instead moved to that recyclebin until later deletion.

On external disks (hard disk, usb and so on) Microsoft decided that if you delete something, you need the space, moving files to recyclebin on external disk wont give you space and you would need to delete it twice. (2nd time by emptying recyclebin)
Of course, this decision is likely from back in 1995 or so when you still used 3.5" floppy disks that held 1.44MB each, it follows same logic on external hard disks that can hold 3TB too.
