Can't get 4k resolution

I bought a new Dell monitor which support the 4k.I was told my desktop wasn't able to support.I would need a different video card.I contacted support.They said I would I need the Nvidia NVS 510.Bought it.My monitor won't still go over regular HD.The highest resolution it will give is 1980x1080.The thing is,when I first bought my monitor it would show like 2180 pixels.I can't remember what the pixel count was.When I put this new video card in.It won't even show that resolution no more.The highest it shows is the 1980x1080.Is it the video card?Don't know what the problem is.

Active DP to HDMI2.0 might work.

I purchased the Mini display port to display port cable.Waiting on it to arrive.Going to plug the mini display into the port of the video card.And the DP into the DP port of my monitor.Hoping that works.
