My PC specs :
Cabinet :Dell optiplex 990
processor : i3-2100 @3.10 Ghz Dual core
Motherboard : Dell 06D7TR
RAM: 6GB DDR3 @1333Mhz
i want to play games in 1080p resolution with medium or high settings
I am not able to decide which graphic card to choose and also if I have to buy more cabinet fans for graphic card.

The best you could put in there is a GeForce GTX 1050 Ti. The built in PSU is below the recommended requirements but should work. As it supports 240w over 12v. The whole system will likely use about 200W under load.

thanks for answering.
i m ready to buy psu also.
what company would you recommend?
and also what about heating issues?

There are many good companies. The best price varies by country. Try to stick with a Tier 1 or Tier 2 from this list. If necessary you can use a Tier 3 but I would use the better ones. As the Tier 1 and Tier 2 offer better stability and use higher quality components.

Heat shouldn't be an issue if you stick with the GTX 1050 Ti. If you go with the next step up, a Radeon Rx 470. Heat build up may be an issue with the cooling capabilities of the case. If you do get something like the Rx 470/480. Get one with a blower style fan so that hot air does not build up. Rather it will get exhausted immediately.

Blower fan example.
