Windows 10 physical memory is staying at 48%

Hey all Im having this weird and super annoying problem and i cant figure it out and really need help with it, and that slows my pc down really mutch.

and if i close/open application then the % changes but then stays at there
is there anyone who knows how to fix this?

Btw my pc specs:
CPU: Intel Core i5 6300HQ 2,3 - 3,2GHz
RAM: 8 GB DDR4 2133 MHZ
GPU: Geforce gtx 950 2gb
HDD: 100gb 5400 RPM
