White bar across screen on start up

After the first windows loading screen on startup, my monitor shows a white horizontal bar with a black background. And it shows nothing else. It shows the BIOS fine, so I think it might be a problem with Windows 10. Anyone know how to fix this?

what are specs of PC?

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

see if it does same thing in safe mode:
boot from installer, on 2nd screen after languages, choose repair this PC, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

is line still present? did it show while booting into blue menu?
check device manager and see if any unknown devices or yellow triangles (these are warnings or alerts)
