Computer won't start, can't repair, restore, or recover. Please help!

Can anyone help me get my computer back up and running from this screen?

I have tried the System Restore, Startup Repair, and Previous Build options, and all have failed. Is there anything else I can do?

Try Go Back To Previous Build. That should work.

It says "we couldn't find a previous build to take you back to"

Can you download an installer from Microsoft?

If you can download that and use Rufus to create a bootable USB stick, you should be able to recover your system.

The download at this link is saving itself onto the USB stick, without using Rufus... will it still work this way?
...or was I supposed to make an ISO file first and use Rufus to save that to the USB stick?

Thank you! It did work - kind of I was able to get the computer booted from the usb stick with Windows recovery. It was still not able to recover my system. But, I then tried booting Ubuntu from a stick, and thus was able to recover all of my files before using the windows recovery stick to wipe my computer and reset the whole thing so it is now working again. Thank you for your assistance!
