Do you think is right to use a mouse and keyboard for consoles?

Does Sony or Microsoft do to seperate matchmaking between controller and mouse and keyboard users?

Almost 99% console users use gamepad controllers. Most Console users don't even know how to game on Mouse and Keyboard.
