DISPLAY SCALING ISSUE - W10 OS - FIX needed URGENTLY!

CAN ANYONE PLEASE HELP ME WITH MY DISPLAY ISSUE? I'm running Windows 10 on a Dell Inspiron 3252 mini tower, using my older COBY monitor measuring 19" visual diagonal x 16" visual width (horizontal) x 10" visual height (vertical); I have no idea what my refresh rate is, but it's either a 50Hz or 60Hz (the label is obscured by the wall mount bracket attached to the rear).

My page display used to fit my screen perfectly scaled to size, enabling me to see the full page, but after a new tech I hired made some changes, whatever he did caused a problem... Now, no matter what resolution I choose in my Display Settings, none seem to work - so I can't see a complete page sized or scaled properly and it's driving me nuts!!

Vertically, either the top and bottom of the page extend too far above and below the visual area of my screen so I can't see them (and the font size is too small); or horizontally, the right and left sides of the page aren't wide enough (creating unused black space on both sides outside of the page) or and the font size is too large (preventing me from seeing either side of a page to its full extent).

I've read several fixes, but no one has reported success. I'm afraid to uninstall my existing Intel Graphics adapter; I have no idea what a BIOS is; so please, if anyone can walk me through, step by step, I'd really appreciate anyone's help and expertise! I'm 63 years young - so please talk to me like I'm a 2 year old (or like you'd explain it to your grandmother or mother)!! LOL (I'm not a total idiot when it comes to computers but have no formal training or hands-on technical skill. I don't know the lingo and may use certain terms erroneously, but I can follow directions and figure most things out myself by reading various computer forums.) Thanks! ; )

Hi, ko888 - I appreciate your interest in helping me. I was afraid someone would ask me about the model number of the monitor. Unfortunately I can't provide that information since the Rocketfish wall mount bracket affixed to the monitor's back side hides the little plate that lists the model number. I tried just now to remove the bracket, but I can't unscrew the screws to remove the bracket to read the specs. In a few of the things I tried in W10's display settings, it came up listed simply as "Generic" monitor. If you or anyone could provide a suggestion without the monitor's model number, I'd be most grateful. Thanks!
 
Do you have the User's Manual for the display? What setup options are available on the monitor's OSD (On Screen Display) menu?

If you're using an LCD TV as a monitor I can see overscan as a possible cause of your problem. Can you disable overscan on the monitor or in the Intel graphics driver control panel?

With no display model number to work with it just becomes a guessing game.

Thanks, ko888, for trying to help me. No, I have no idea where the User's Manual is for the monitor. I bought it at least 8 or 10 years ago, and have moved 3 times since. In the past I have used the monitor as my LCD TV, but after moving 3 years ago, I used it solely as my computer monitor. It worked fine with WXP and W7. It worked fine when I replaced my old CPU with a new Dell mini-tower with a pre-installed W10 OS.

About 3 or 4 months ago, I was having trouble with my desktop icons moving around and/or changing size every time W10 did an update. I tried on my own to correct this problem, and in the course of trying several fixes I read in online forums for W10, I experimented with different aspect ratios. I managed to find a decent one that actually worked for a short while, but then there was another update and the same problem occurred. That's when I called a tech onsite to fix my problem. While he works as an IT specialist at a local college, his expertise is self-admittedly in Apple computers - NOT PC's. He must have spent an hour and since he couldn't figure it out, he looked up solutions online, and finally found one that worked. Unfortunately, the very next day after an update, the page scaling problem was back.

My guess is that it has less (if anything) to do with the monitor than it does with the adapters or settings. As regards the monitor settings, I remember that it did come with a remote, but I only used it when I used the monitor as a TV. I've never seen my previous tech use the monitor's on- screen settings with the remote when setting up my hardware previously. Unfortunately, I moved too far for him to make an onsite repair visit. Also, I installed the new Dell myself, since it's basically plug and play - I never used the monitor's remote nor accessed its settings. As I said before, it was working just fine at first. I really don't want to put you out, so if the monitor model number is essential, I'll have to take a pass. Thank you so much for your help and caring.
