Can i change the motherboard and the cpu then start the computer and work from there to reinstall windows ? or it doesnt work like that

Like all i want is to start the computer so i can go to the settings and reinstall windows from there,
Plus i have recovery CD can i use it if my pc wont boot up ?

As long as the system posts and boots to a usb or dvd you will be fine. Boot happens after post.

ok one last questions about my ram right now i have 2199.9 mhz mb frequency but the dram frequency is on 800mhz will i can still use it on i5 4460?
