Some settings are managed by your system administrator

Ever since I have performed system restoration on my window 10 PC the Connections tab under Internet options are showing the message that "Some settings are managed by Administrator". I tried regedit as well but it will solve the problem only temporary. Upon restarting the system same problem comes up.
I tried gpedit.msc as well, it only affects the problem temporarily
When i run my PC in safe mode, no such problem

Question from Akshara_2 : "No administrative rights even after using having the user as admin"

Even after changing user status to local administrator under User Controls in Control panel still I don't have all the administrative rights.
For EG for many tasks window popup asking for administrative rights.
