ASUS RADEON HD 4000 series problem in games !

I`m romanian and i try to say my problem here , sorry for bad english .

SPECS : Celeron E3400 3,85 ghz OC - 2,60 classic
asus HD 4670 512 mb ( cooler aftermarket not stock ! )
200 gb hdd ( 160 + 40 gb )
2 gb ram kingston + 450 psu power
G41M-S3 R 3.14

Problem is next : NEVER in game i got a 99 % usage and framarate is very low ..In all game i have 10-40 usage . I have some framerate in game ( CS:GO ) if i have low settings and ultra settings .
I want to play in this day paladins ( VIDEO CARD IS BETTER than minimum requiments ) but i have 15-25 fps because video card is usage max. 40% .. and i have some fps at low and high because in high is used 60-80 % .. What i need to do ? I have drivers ok , i dont know what is problem..

Mention : i have all video drivers good , and if i put this video card in bencharmark instant CELSIUS is going in 80-82 not more never . Normal temperature is 39 in idle . I dont undersland why is not goiing one by one like ( 51 , 52 , 53 ... 80 81 )

Your GPU is not better then minimum required for Paladins. It is actually slightly worse. Your other components are also on the edge. And if you are not running Win XP but other Windows version, having only 2 Gb of ram hits your performance even more.

The problems I see are that you don't have enough ram and the gpu is too weak. Also the cpu even oc'ed it barely enough for the game due to it's age.
