Windows 10 Stuck on Welcome after login and advanced startup options loads a black screen

Hi I have an old Toshiba Satellite L655, my laptop had a windows update (I guess it was the creator's update) and after that, I always get stuck on the welcome screen
I type my pass and the neverending Welcome keeps loading the only way out is to long press the power button.
I try to go into Safe Mode or even reset my PC: Shift+Restart the PC restarts and when it boots it gives me a black screen with a cursor... again the only way out is to long press power button till it shuts down, remove battery long press 6approx the power button and it boots back into the normal windows that can't login that is stuck on welcome ( no advance startup) if I skip the battery removal I get booted into the black screen again...

Solution
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

is there anything on C drive you want to rescue? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

see if booting off USB creates same black screens as we can try start up repair if it doesn't
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and...

if that doesn't help, we can try to boot into safe mode - sometimes simply going into safe mode can fix things

boot from installer, on 2nd screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
PC will restart and load safe mode

if neither of these help, I would use linux to backup everything on C (documents, music, pictures, things you made and don't want to replace) and do a fresh install as updates like the creators edition which is essentially a fresh install can go wrong

when you reach the screen asking for licence, click "I don't have a key" and win 10 will continue to install and reactivate once finished

On the screen where you choose where to install win 10, if it gives you an error about GPT drives, delete all the partitions on the hdd and press next. If it still gives error, cancel out of the installer and restart PC and start installer again, it will accept next on that screen this time (some PC just need a restart here)

Hi sorry abou that i don't know why on the PC it keeps advancing without letting me type must be a bug in the website but thanks for the answer it was very helpful did as you said and ended up reinstalling windows
