Surface pro 4

Hi, i have a surface pro 4 which is stuck on blank screen with cursor after i try to logon. It works on safe mode though.
I have tried many attempts to install new windows by usb but it doesn't work.
Is there any solution for it?

FIRST be sure you really want to do this as all your data will be erased.

With the Surface turned off, insert your recovery usb stick. Press and hold power and Vol down buttons on the edge of the unit.
Let go of the power button when it turns on.
Let go of the Vol down button when you see the Surface logo
When loaded, choose your language, followed by your keybd type.
Next click Troubleshoot and then Recover from a drive.
On the Bitlocker recovery screen click Skip this Drive which it then should run recovery from the flash drive.
