Migrating and Upgrading windows to new machine

I am currently running windows 7 on a custom built PC using an ASRock mobo

I am wondering if I can use my windows 7 key to not only upgrade to windows10, but use my key on a new Gigabyte mobo build?

I heard that a new MOBO = a new licence required.

Win 7 + new hardware = clean install, usually.
Win 7 + new hardware = a new license, usually.
