Windows 10 "c:\Program" file being created and told to rename

Sometimes on my Windows 10 Anniversary when i boot I get the following error.

There is a file or folder called "c:\Program" which could cause certain applications to not function correctly. Renaming it to "c:\Program1" would solve this problem

Any ideas as to what is causing this error?

This sounds like either a completely hosed up OS install, or some unruly program.
