Terrible issues with older pc - Cannot Reset Windows

Hello hello. So I was trying to boot up my old pc to sell it for a few bucks, but it is acting super wonky. For one, when I try to reset it using Windows 10 reset tool, it just hits a point and says "Windows wasn't reset" or something like that.

So my question is simple. How do I go about just wiping the drive so that I can just do a clean install of Windows? Can I do it using that machine or would I need another?

The Windows 10 software can be downloaded from Microsoft servers > https://www.microsoft.com/en-us/software-download/home

You don't need to enter a key to download it, and it will also activate automatically when installed on any PC which had previously ran windows 10. You'll need either a 4GB or higher flash drive or a blank DVD. The Windows download assistant can prepare the media (of either form) as a bootable installer for you. Then, boot the target PC from that source and the setup process gives you the option to format the drive.
