Windows 10 weird startup

I upgraded my pc from Windows 7 to 10 and the startup is like this: https://www.youtube.com/watch?v=leMiSQgSl-U
The hdd is working hard and loudly only on startup.
The second glitched start screen is blurry and laggy.
It sometimes doesn't do that but 6/10 times it does.
I have installed gpu,soundcard and lan driver. Also some programs.
Have disabled IGPU and fast boot.
Anybody ever had the same issue and fixed it ?

Start by doing a CNTRL+SHIFT+ESC to start task manager and look at the startup tab. See if any programs have a high impact on boot times.

Also if you haven't, run Windows update and get all the updates.
