980 ti sli PCIe issue

hi.
iv been facing a problem where GPUz is showing that my 2nd card is reading PCIe x16 3.0 @1 3.0 ,the first one is fine and reading PCIe x16 3.0@x8 3.0
firestike bench score with 1 gpu is 14270, with 2 gpu is 9800
the gpu usage 1 gpu is 99% , 2 gpu usage 50-75 on both

system spec:
OS win10
MOBO:Asus maximus 9 formula
CPU : i7 7700k
RAM : 16GB DDR4
SSD :850 EVO
PSU : corsair RM1000
*PS: cpu & gpu is watercoold

steps that I have done:
1- uninstalled the driver via DDU , and installed the latest (382.05)
2- reinstalled windows 10 to a fresh one
3- removed the cards and put them back again
4- checked the power saving mode both in NVidia and power option panel
iv been on this problem for days now .
I really need some help and advice ...thanks in advance

If you swap the cards, does the x1 stay with the slot or with the card?
Also, stupid question, which two slots are you using?

yes switched both gpu and the same results.
and yes sir im using the first slot (x16 pcie 3.0)

Same results - it's the card in the same slot? If so, then it's likely the motherboard.
It's not the just first slot that's in question, you are using two cards so which two slots are they in? Or is it the first slot that's showing x1 behavior?

Also, if you have the patience try a single card in each slot. See if it's triggered by the two-card configuration.
Other silly questions:
What model cards are they - I just reread the thread and I didn't see that. Or is it there and I missed it?
Did you connect the two cards with the SLI bridge, or are they independent?

it seems like the MOBO is defective , because i am using one 980ti in first slot and still showing the same result(in GPUZ & BIOS) pcie 16 3.0 @1 3.0 native , so yeah its the MOBO.
me and many other with different issue with asus ROG motherboards . i send an e mail to RMA and waiting for a replay . i think its going to take a while , so i ordered a ROG hero from B&H until asus send me another one .
