Big Difference Between Xeon D-1520 and I7-7700K OC?

I currently run a game server for the game "7 Days To Die". I'm have been using a dedicated server running a Xeon D-1520 2.2GHz, and 64GB DDR4. The server has been very laggy and stuttery, and I didn't realize until today that the unity engine that it runs on does not(or did not at the time they wrote the game) support multi-core/multi-threading usage.

I am hardly using any RAM or CPU on the server, and yet the server is severely struggling.

I think this is probably due to the fact that only one core is allowed to used for the game-server and it has a really slow clock speed (2.20)

The hosting provider offers the same server package but the Xeon D-1520 is swapped out for a
"I7-7700K overclocked to 4.7/5.0" for slightly higher price but still reasonable.

I don't know a ton about processors, do you think that extra 2.5 of clock speed would make a significant difference?
