Low GPU usage

Hi first time poster so i'm sorry if its a noobish question but i cant figure out what the problem is
So basically im having low gpu usage across several games and i think its even affecting my frame rate on several games

Overwatch 70% gpu usage 40fps
PlayerUnknown Battlegrounds 40% GPU 25-40FPS
Orcs must die unchained 30%GPU usage 10-30fps
PitPeople 30% GPU 3-25FPS

among others i cant remember

My build
Gigabyte z270x gaming 7
Intel i7 7700k
EVGA 1070 FTW 3.0
Ballistix Elite 4gb ram x4
Corsair CX450 PSU
Evo 840 500gb SSD
?? 1TB hard drive


What ive tried to fix the problem
1. Reinstalled graphics drivers
2. Switched power setting to performance (Vs. balanced)
3. Updated my bios

What i am going to try (on my next day off from work)
1. 750watt PSU(from my old build)
2. Anything you guys suggest

Im just extremely frustrated with my low performance considering the amount of money i dropped on my gear just a few months back any and all help is greatly appreciated

Uhh the Corsair CX450 Power Supply only has 1x 6+2 PIN Power connector and your GTX 1070 needs 2x 8 PIN connectors? Lack of Power to the GPU could be the issue that's causing your GTX 1070 to not run at full speed.

750 watt psu tested and it it did not fix the problem at all 0 improvement

If the 750w psu is no brand or crap, it might even be worse than your 450w. You should invest in a better PSU no matter your problem. An i7 7700k and a 1070 is not a mere expense. You should always buy a quality PSU to keep your hardware safe.

its an ocz brand psu it was highly rated on newegg the performance did not improve at all

Monitor your temps when idle and while gaming both for CPU and GPU. Run 3DMark benchmark and post the results.
