Update to New Comp (Data Retention)

I have a 4 year old pc, and one that I just built today, and I would like to keep the data on the hard drive, but put my OS on my brand new SSD. Is there a way that I can safely use my SSD as my boot device, along with the HD, without completely wiping my HD?

Any applications on the HDD will not work, and have to be reinstalled anyway.
You can copy off your personal data, and Steam games. THat's about it.

Clean install of the OS on your new SSD.

Also, OS licensing.
What OS is this?
