monitor refresh rate drops to 50 HZ

Hi guys. I just installed a new gtx 1060 to my system coming from a gt730. I have the following problem with my monitor (Samsungg S23C550). Whenever i do normal desktop work, my monitor settings show that the signal is 1080p @ 60 Hz (which as the monitor says, is the optimal). Now, whenever i play a game, if i have V sync on, in order to remove the screen tearing caused by high fps, the refresh rae of the monitor drops down to 1080p @50Hz, and consequently i have a constant 50fps instead of 60. I tried the same hdmi cable to another monitor i have (LG Monitor/Tv 23MA53) , and this problem didn't occur there (had constant 60 fps @ 1080p 60 HZ). What might be causing this drop in the Samsung monitor ?

I really want to use the Samsung instead of the other LG monitor because of the colours, so i want to find a way to make the Samsung monitor show 60Hz while gaming. I have the display settings of both windows and nvidia controll panel set to 60Hz. I have no idea what else to do.
 
Solution
It seems to me that the hardware should be performing pretty well for The Witcher III, but as far as solutions go, I think that your best bet would be to get a new HDMI cable or a new DisplayPort cable, and see how it performs.
Also, if I eventually help you with your problem, would you mind giving me a "best answer?" I'm trying to become a monitor expert.

Maybe you could use a displayport cable or replace the HDMI cable, because if you've had the monitor for a long time, then it might be that the information from your PC is getting bottlenecked by an old or dysfunctional cable.

I want to buy a new hdmi 2.0 cable and try it. The hdmi i have now is an old (3+ years) very cheap hdmi. The thing is , sometimes in some games, i noticed that it stays in 60 Hz and doesnt drop, but if i alt tab or mess with the graphic settings, it will drop back to 50Hz. Its very strange and unpredictable the way its happening.

I also noticed that you said that the framerate drops when you mess with the graphics. I think you may be mistaking response time for an disability of your pc. 60hz doesn't mean 60fps. It means that what is going on in your computer will be transmitted to the monitor at a speed of 60hz. If you are dropping fps when you mess with the graphics, try using lower presets. If you change the graphics settings to low, or whatever the game you are playing substitutes for low, your PC should be able to handle the load of information better, and you will probably get better framerates. Also, could you maybe tell me what hardware you have, and post some screenshots of the game that you're playing? It might help me understand what is going on a little better.,

Ok, so , first of all, my rig :

So, my gpu is capable of outputting an average of 90fps in witcher 3 with vsync off, and fps limit set to unlimited fps. When V sync is on, the average fps is constant 50fps, and my monitor shows that the current signal, instead of 1080p @60Hz, shows 1080p @ 50Hz. I can counter this by disabling V sync and by setting manually from game settings fps limit to 60. This works in withcer 3, but there are many games that doesnt have an fps limit setting, only have V sync (on or off). In these games, i have a problem.
The strange thing happens while playing assassins creed 3. This game has no option to enable/disable V sync or limit fps. Only has a choice between 1080p @30Hz, 1080p @50Hz and 1080p @ 60 Hz. I have set all presets to ultra and resolution to 1080p @ 60 Hz. When i launch the game my monitor menu shows 60Hz signal and my fps are 60fps constantly. If i change settings or alt tab to desktop and then back to the game, the monitor menu shows that the resolution has droped down to 1080p @ 50 Hz, and the fps counter now shows a constant 50fps. If i relaunch the game, it goes back to 60Hz.
Hope i gave some more clear info on the problem. Btw i tried my second monitor, an LG Monitor/Tv 23MA53, and this never happens in any game. If i set V sync on in all games with the LG monitor, i have a constant 60 fps and 60Hz signal. It never drops.
