Doubt about Hz

Hi guys.
First of all, english isn't my native language so I hope you understand enough of what I'm writing ^^
I'm looking for a display for my PC. I think I might choose this one

So my doubt is the next:
What does mean this specification
Hor. Frequency (KHz)‎ 30~83‎
Ver. Frequency (Hz)‎ 50~76

It's 60Hz or it's the range that the display is capable to play?

PD: This will be my second display as 21.5", So I was looking for some Display who got 3 inputs (DVI, HDMI, D-SUB) and integrated speakers.

Horizontal and Vertical means the range between, it wont go lower than 30 and not above 83 for example. As for the refresh rate of that monitor I don't see it saying 60, but it should be I'd imagine.
