How can I fix Stuttering?

How can I fix stuttering? Almost all my Pc Games sutter or lag,but the fps are high. I have tested everything,ram,cpu,gpu,ssd,hdd... With aida64, memtest, intel diagnostic tool, gpuz...etc.

My PC:

I5 7600
Msi H270 Gaming M3
G.Skill Trident Z 3200mhz (I can only run up to 2400) CL16. Which I have overclocked with Memory tri it! to stage 2
Msi GTX 1070 Gaming X
Kingston SSDNow 120gb
WD HDD 500gb 7200rpm
Seasonic 620w 80plus bronze

Also WIndows 10 is updated and the BIOS to.

make sure you have the newest inf drivers from intell installed.

What games do you play and stutter in ? What resolutions ?
Have you tried enabling the XMP profile in the bios to set your memory speed as its designed?
It may still run at 2400 but it may improve your timings.
Try running "live update 6 " from your motherboards site ,It can check the boards drivers and bios versions and update using windows.

Already done, and stuttering keeps.... . It is present in games like Skyrim Far cry blood dragon far cry4 the crew assassins creed unity... playing at 1080p. Pleasee heelpppppppppppp :/
