I have the i7-4790k CPU with 16 GB of RAM. I am upgrading from the 970 to the 1080Ti. Would a a 240hz monitor bottleneck my system?.

Your Monitors refresh rate shouldn't harm your computers performance, it simply means 240 is the max it will display.
