My PC freezes whenever I try to shut it down

As the title says, it just started a week ago when I decided to give my pc a break. Whenever I manually press the shut down button on the menu, it just freezes showing the buffer and "shutting down"

Sounds like you have Fast Boot enabled, which essentially isn't shutting down your computer when you think you are, it's simply putting the machine into hibernation despite you telling it to shut down. It's weird, and all so that your boot up time is faster.

To disable Fast Boot:

1) Search for and open “Power options” in the Start Menu.

2) Click “Choose what the power buttons do” on the left side of the window.

3) Click “Change settings that are currently unavailable.”

4) Under “Shutdown settings” make sure “Turn on fast startup” is disabled.

That should rectify your issue. If you disable this however be aware that your boot up times will be slightly longer.

As well, best to run a backup with a backup utility (i.e. Rollback Rx or Macrium Reflect) as most programs do better with Fast Boot disabled but it may affect your other programs, so have a backup ready just in case.
