PC won't boot, stuck on 'Republic of Gamers' screen

When I try to turn my (fairly new) PC on, it boots as far as the 'Republic of Gamers' screen and then gives up and goes black for a second, then boots again and repeats ad infinitum. This has happened twice before, but until now just restarting the computer using the button worked fine. Now it does this constantly. I think it has enough charge and I believe it will work fine when it turns on; what's the issue?

is it a PC or laptop?

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - just a handy boot disc if nothing else

look in bios, is boot drive showing in the boot order?

if so, change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose start up repair - this will scan PC and maybe fix this - will ask for logon info

Well, as I was poking around in BIOS, I found that if I disable fast boot, the computer seems to boot as normal. I suppose this is something of a solution, though it's still a bit annoying I can't fast boot. Should I be worried?

Anyway, thank you for taking the time to respond and putting me more or less on the right track to an answer.

(It's a laptop, a GL552JX)
