There are many factors such as:
a) total budget?
b) current system (mainly CPU)

Comparing benchmarks, on average it looks like the GTX760 is about 20% faster. Some games that use AMD GCN better may close the gap, but I doubt we'd see any notable performance delta for any game that justifies the RX-460.

It's worth also noting that SLIGHTLY more expensive cards should be a much better value.

*Also, something like the GTX1050Ti should be roughly the same as the GTX760 for many titles, but 2GB is starting to be not quite enough video memory. It's better to have at least 4GB.

(the GTX760 is older as well, so driver support is going to favor the newer cards more and more as time goes on. Also, confused if you got new or old. Better to get new with a 3-year warranty)

GTX1050 2GB:
If budget is really tight, then something like this for $90USD (after rebate) is worth considering:

GTX1050Ti 4GB:
But I strongly recommend something like this which is very good value.
https://pcpartpicker.com/product/wrmxFT/evga-geforce-gtx-1050-ti-4gb-acx-20-video-card-04g-p4-6251-kr ($120USD after rebate).

Two fans obviously raises the cost, but it can help keep the frequency stable (depends on case cooling, ambient temperature etc) https://pcpartpicker.com/product/D44NnQ/evga-geforce-gtx-1050-ti-4gb-ssc-gaming-acx-30-video-card-04g-p4-6255-kr

Really depends on how tight the budget is, and of course prices vary around the world.

Benchmarks I've seen show the 760 around the GTX 950 in performance, which is well above the 460.

However, in 'nowadays' games, even the 950 is on the low end so the performance increase doesn't mean much. You're still going to have to make compromises to keep framerate up no matter which card you pick. So if playing the newest AAA games is why you're getting it, pick the least expensive one.
