Can you really notice a difference between 1ms and 5ms?

to anyone who has had any experience with both a 1ms and 5ms monitor can you actually notice a difference between a monitor with TN panels 1ms response time and an IPS panel with 5ms response time when gaming?

No chance you can notice the difference.

Lower response time just means less ghosting in most cases, which can be noticable.
