You already have 1060 3Gb? and you want to upgrade it into 1060 6Gb? Don't do it.

regarding ram into 16Gb, if you have i7 or amd ryzen, then yeah upgrade it. If its i5 or older 8 core amd, still ok. If its i3 or below, don't.

Jump to the 6GB 1060 in that case, 16GB RAM is slowly becoming the standard but you can easily chuck more sticks in later if you leave free slots on your board. Only a handful of games will benefit greatly from the extra RAM, the 1060 6GB on the other hand will naturally allow greater performance in just about all games except those that a 1060 3GB can max out. 3GB VRAM is not something i would recommend at this point anyway, especially at the price range unless you're gaming at a resolution below 1080p. Some CPU performs way better at higher specific ram bus speed, for example Ryzen is the CPU that will get a huge improvement if you have higher than 2400mhz bus speed, most people use 2666 and 3000 with the Ryzen.
Some other CPU performance will still improve, but not as big as an improvement from the Ryzen
