Can't change my email address. Tells me to make a new account, but with a new username???

This site is confusing me more and more.

1. If I want to change my email address, why am I asked to make a new account?
2. If I make a new account (complete with new user name), once I login, how could I delete the old one?

No other forum, as in no other forum, operates this way.
