Pc doesn't run Directx9 applications, more info and things I tried inside

I don't know what is wrong with it

MPC-HC doesn't run. (DX9AllocatorPresenter failed, D3DERR_NOTAVAILABLE)
GTA V doesn't run. (Unable to initialize Directx 9 device)
CS : GO doesn't run. ( says running, does not start the game)
Mount & Blade Warband (could not find any compatible direct3d device)
Every other game or program that uses directx9 gives another error or just doesn't start

BUT

Witcher 3 runs perfectly
PlayerUnknown's Battlegrounds runs perfectly

so I don't think the GPU has any problems

THINGS I HAVE TRIED

Updated the graphics drivers (AMD HD 7950 btw) - didn't work
Completely deleted all graphics drivers and installed again - didn't work
Completely deleted all graphics drivers and installed an old one - didn't work
Installed directx9 june 2010 package whatever - didn't work
Deleted directx9 registry and installed directx9 again - didn't work
Underclocked and overclocked GPU - didn't work
Activated windows legacy components through windows features - didn't work
Updated windows - didn't work
Tried the directx web installer - didn't work

DXDIAG says everything is working properly. I can see the directx9 dll's on system32.

I don't know what else to do.
