Directx 12 feature 11?

I built my cpu like about 7 years ago and it has treated me very well over the years. It is just now starting to show its age, as most of the newer games I have to play on low settings. Like Fallout 4 and mass effect Andromeda for example . I plan to put a couple hundred bucks into it in the near future. But today I ran across something I am not familiar with , after downloading halo wars 2 demo its say I could not play it because I don't have directx12 feature 11? I'm not sure what that is , I have direct x12 and windows 10 . I tried finding it online with no success, is it something my gpu is not capable of running. Is it a new feature built into newer cards. Can somebody please explain this to me cause I'm confused. I have researched it online and still not sure of what it is.

Feature levels are kind of list of things Microsoft requires a card to meet to match said level. More about the requirements in following link:

and yes, it is almost same as directX level but... not quite.

Edit: seems that with HD6000, you are lacking in Dx12 support. yes, You could have DX12 installed but the GPU cannot do what the game wants it to do.
I don't exactly know what it is, but I think it should get fixed if you install DirectX along with the game itself - usually there's an option, whether you want to install DirectX or not. since you have already installed the game, you'll either have to re-install the game with the DirectX, or you'll have to find the DirectX installation that came with the game. My recommendation would be to go through a re-install, and just check the box which says 'Install DirectX 12' or something synonymous to that.

Directx comes with windows 10 so i doubt its going to come with game...

the problem appears to be your graphics card is below minimum requirements for the game
 
^Yup, that's a possibility as well - the HD 6800 series is a DirectX 11 compliant series, so maybe your GPU doesn't support DX12 titles at all, hence the error. You're gonna need a more recent GPU, that has support for DX12, to be able to run these games. Some games do have an option to switch to an older DX mode, so if you can find such an option, you might be able to run the game in a more limited manner, but that's not a sure way. Best choice you have right now is upgrading the GPU, or just don't play DX12-only games at all.

I downloaded the demo off the Microsoft store, it gives me like no options at all during download or install. I mean its not a huge problem since its just a demo, no money has been spent. I'm really just curious to what directx12 hardware level 12 is. One of the acceptable cards it lists as a minimum card accepted is a amd radeon hd 7750 which isn't that much of a upgrade from my card (amd radeon hd 6850)
 
Yeah, that's a more recent card, so it probably has support for DX12, while your card doesn't. But if you're gonna upgrade, then do it properly, not just one generation up. Get something from the GTX 10-series, or wait for RX 500 series to finally come back in stock(which is going to take time).

I know every game prior to 12 came with DirectX on it, but I haven't bought any Directx 12 games and since you have to have 10 to get 12, I assumed you didn't get it on games as well.

Got you so basically the level 11 is a rating system Microsoft is using to rate cards? Yeah my GPU will be the first to be replaced I have a house fan blowing on it constantly so it doesn't over heat cause the fan that's on the card died a couple years bad haha lol. But I guess I have two parts in my cpu that's a bottleneck at the moment the i3 and my Radeon 6850 they are both equally outdated
