First time builder help

I just built my first pc and when i boot it, it says,"Reboot and select proper boot device or insert boot media in selected boot device and press a key". Will this go away once I put my windows 10 hard drive into it?

As long as your Windows 10 hard drive is selected as the boot drive, it will at least try.

is this a new installation of Windows or a carry over from some other PC?

If a new install, once the OS is installed, you should not see that message again.

If a carry-over... things are a bit more complicated.

If you've already install Windows the BIOS Boot Order may still be messed up. Select the proper order, probably the Hard Drive or SSD being the first option.
If you haven't, install it in whichever Drive you have connected.
