Email banner and action center notifications not showing up in spite of having the notification options selected

Greetings, TH community-- was hoping you could help me out with this one:

I've spent about 2 hours communicating with Windows support and they have no idea what is going on with it. The guy just started telling me that in this version of windows (1703) the notifications for email just don't work anymore-- which is obviously not true. And just to clarify, my email is working and the badge notification on the icon works just fine. Additionally, my notifications for everything else work correctly as well.
Attached are pictures of my settings. If anyone can shed any light one why these notifications are not coming up, I would be very appreciative!

See if these help

right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC

That looks right, dism doesn't output anything unless there are errors.

Check your sync settings, the "download new content" option needs to be set as "as items arrive"

this might help, there was a problem in the previous version of win 10 (Not 1703) - https://www.tenforums.com/browsers-email/60362-windows-notification-center-not-showing-email-notifications.html
Windows support is now the last place I would ask as they often just don't know. You could ask on tenforums as I go there first if I get stuck.

I've chosen the "as items arrive" option, restarted, and still no cigar.


Reading up on Moondoggy's situation in the link, he says that he sees the mail notification in both the Settings Notifications page as well as the Mail app options. Is this still the case for you personally in the current version of windows? Because I do not have a notification option for Mail in system settings, only in the mail app.

I don't use the email app at all so I may not be best example - My email app is off completely in Privacy/email section so that is probably why I don't see it elsewhere
I don't see it in Settings/notifications
Do you have it showing in Privacy/background apps?

Yes, I do and it's turned on there.
