How common is screen tearing?

If I'm buying a monitor, should I spend more money on a g-sync monitor but price cuts be made to the GPU, or stick to v-sync? How often do you experience screen tearing on a 60hz monitor while getting 45-60 fps? Is there any other solution to stop screen tearing on an Nvidia GPU? Also, how much latency does v-sync add and does it affect performance in multiplayer games?

Screen tearing becomes a problem, when fps is much higher than refresh rate of monitor.
With 45-60 fps on 60hz monitor, it's almost impossible to spot screen tearing.
