I can also afford anything below $250
Since you have a GTX 1080, it would be overkill for just a 1080p/60Hz monitor (esp. if no G-Sync where you'll experience screen tearing issues). I would hunt for a 1080p/144Hz 1ms monitor to pair with your very powerful GPU (would be nice if you can get one with G-Sync but it's way beyond your budget). In any case, the 144Hz and 1ms will be buttery smooth as your games are leaning towards fast-paced FPS.
The sweet-spot screen size for 1920 x 1080 resolution is a ~23" to ~24" screen (which is typically positioned about 1 foot to 1-1/2 feet away from you. Getting a 27" screen on 1080p, you might have to position the monitor about 2 feet away for better pixel density perception (i.e., avoid "pixelation"). However, 27" 1080p/144Hz are also priced above $250.
