How to change the files connected to a user's account

Okay, so I built my dad a new pc and we transferred the files from his old pc to the new one. The transfer worked, the only problem being is that the files aren't associated with a user account. So it's just under his account name from the old pc. Any ways to get them tied to a user account? I tried making a user with the same name trying to get it to associate with the files already made but it didn't work.

Where did you put them on the new PC?
Why do the files need to be associated with a user?

If the files were encrypted, like with Bitlocker or something, that's another problem, which can be very hard to impossible to solve.
