Dial Up/changed password, won't connect

I use dial up at home, I have an win 8.1 laptop and a win10 tablet, full OS 32bit, 32gb, 2gb memory with a USB 2 port.
I got with my ISP about changing my password to something I could remember, they did.
Does a password change affect the registry?
My laptop & modem (usb2 USRobotics) had worked before the password change, but I have not been able to connect since the password change. The guy I spoke with on the phone doesn't know much about dial up, was not able to speak with his supervisor or anyone else.
On my laptop, the error that came up the most was 691, but I've had 628, 718 and 734 also.
On my tablet, I'm using a Zoom USB modem, it installed, seems to work trying to dial, but says the phone line is busy when it is not. I checked my house phone, it is fine, I connected the line for the modem to a separate phone, it is fine, I dial the modem phone number & it works, has the high pitch sound you get if you dial an ISP.
Any advice on this would be appreciated, thanks.
