Windows 10 login not popping up

I have searched all over the Internet and found nothing useful about login screen Windows 10 not popping up and it's irritating.

1. Shift + F1, F2, F8, F12 and tried it without shift too and nothing. There was one time I tried F12 and it worked but I restarted and tried again and nothing.

2. The last thing I did was I went to Msconfig and put diagnostic startup and from ever since I can't login

3. Shift> Restart doesn't work for me.

4. I have a toshiba satellite C55 A5286

5. Disc doesn't work for me as a bootable device will try USB

UPDATE: 6. I have a virus on my computer that ms why I'm trying to access boot menu to try to delete it by full reset

Solution
Safe mode shouldn't require login. Older windows press F8 to enter safe mode but windows 10 you need the install media. Once in Safe Mode enter MSconfig and unselect dignostic.
Start safe mode which may require your install media. Goto Auto Repair> Advance>Troubleshooting> Advanced>Selected 4 Safe Mode. Entered Safe Mode and seached the System Configuration, startup applications, and drivers which should be off. Turned them all back on, save and rebooted.
