Fast Internet Package But Slow Download Speed

I am using ethernet to plug in to my router. There is CAT6 running through the walls but my router is connected via a CAT5E coupler and cable to that CAT6 cable, as is my PC. I have Verizon Fios' Gigabit package but I'm getting 1Mbps download, if I'm lucky. What am I doing wrong? Last year I moved from NC to NY, and in NC i always used to get 27-28Mbps download speed. My Steam download server is the NY, NY one so it's not that.

run speed test first.

Make sure that no other devices are connected if connected first disconnect them or you can use Selfishnet application(run it as Administartor) for that.
then Ope task MAnager and click on network and if anything else like updates are using most of internet.
i had the same problem i found a program and stopped and it was fine
