Are you looking for a 24" monitor or a 27" monitor or an ultra wide monitor? Are you looking for a 1080p monitor, 1440p monitor or a 4k monitor? Do you want G-Sync or FreeSync or none?

Assuming you are looking for just 144 Hz and 1ms, your cheapest option would be AOC G2460PQU or LG 24GM77 - both 144Hz, 1 ms, 1080p, without G-Sync or FreeSync and just under 250$
