Steam Updates a game that is not installed

Steam says that there is an Update ready for a game that I dont have installed.I tried reinstalling Steam, but that didnt help.

Is it workshop content? or an actual update for the game? For example I own Left for dead 2, and uninstalled it a while back, yet I still occasionally get workshop authorizing tools update here and there.

Maybe it's due to a DLC you may have or maps downloaded.

It's ETS2 without any DLC
