Gtx 980 ti voltage drops unstable clock!!! Help

So i checked with after burner after my pc freezed in random colour on screen couple times during gaming, and i noticed in witcher 3 game is running supper laggy and staggering and the clock drops to 1000 and evan 700 mhz and for a split second goes to 1300 mhz which is when the game runs super smooth only to crash back to 1000 700 etc, all this seem related to the mv, so when mv is at 1150 min mhz clock and game runs smooth, but than it drops to under 1000 or 700 sometimes. What is the solution to this? I cant play any games

im using a dell psu that came with my aurora r4 in 2012 ithink 800 watts or somethign, and a gtx 980 ti gigabyte

That psu is low quality unit. From what you have described, it can't provide constant voltage and PC shuts itself. Can you borrow different supply?

i can try tomorrow get a new one, so u think it is psu problem not gpu? This might explain why the previous gpu i tested today worked better since the 680 only has 2 6 pins connectors which dont need that much power and the clock always stayed constant with it, Btw the way i connect the 980 to psu is it already had 2 6 pins connectors and further down the line they split into 1x6 connectors plus 2 connectors and another end with 1x 6 connectors plus 2 connectors which i connected to the gpu. I hope it makes sense im not very good with pcs. Also if i get a new psu can i get any and it will fit the bunch of cable i have to stick in it plus the case? or should; i go with this psu and try get same size psu

Also never changed psu before, i have noa bunch of cables from all parts of pcs clumped together which goes into psu, if i get new one i just enter same cables into the new psu?

Yes just connect cables from your components to psu. Also could you tell what are your system temps? It might also be overheating problem.

temps are normal from what i checked, i mean gpu acts same way evan if i start win and its at 30 degree so....
