Is Windows Command Processor really a virus?

I have been scrolling through forums to see if this was actually an issue or is it just away of scarewaring into buying software?
Please can I have a swift reply just so I can put my mind at ease.

Hi, I believe you have been infected with a virus/malware. I would normally recommend downloading and using the free version of [Malwarebytes] to fix your problem, however I've just read that it may not help. (Maybe what I read was wrong so at least try it out).

You would better off having expert help from another forum such as [bleepingcomputer.com] or the [Malwarebytes forums].

Here is how 1 person fixed it, however you have to be careful because instructions provided for 1 person may be completely different for another person, even with the same virus. Also note the date on the messages, 2012.
